Metrology supporting the European regulation for radiation protection

AB  - The European Association of National Metrology Institutes (EURAMET) within its research programme European Metrology Programme for Innovation and Research (EMPIR) funded project EMPIR 19NET03 supportBSS that contributes to the establishment of a European Metrology Network (EMN) for Radiation Protection (RP). The EMN-RP was established in September 2021 with the intent to work as a meeting point for the metrology community and all stakeholders in the field of ionising radiation regulation, thus providing quality assurance for measurements in each of the exposure situations contemplated in the European Legislation. Within project EMPIR 19NET03, work package 3 aims at the preparation of a Strategic Research Agenda (SRA) by identifying the metrology needs to support the European legislation and regulation in Radiation Protection and of two Roadmaps for metrology services, one under the European Council Directive 2013/59/EURATOM and the other under the EURATOM Treaty. Following a Gaps Workshop held in September 2020 and a second internal workshop that took place in April 2022, a questionnaire was prepared for distribution to the stakeholders, e.g. RP platforms and authorities, academia, industry, among other, together with an accompanying paper. In this paper, the authors present the state of the art of European legislation in RP, address the importance of metrology, the practices and activities that need metrology to meet the requirements set in the regulations, emphasise the need for quality assured measurements in all fields, highlight the stakeholders contributions in their specific area and show their vision of the EMN-RP.

AB  - Introduction
Calibration laboratories and industrial enterprises involved in radiation protection dosimetry face significant
challenges following the recent update of the ISO 4037 in conjunction with the new radiation protection
quantities introduced in ICRU Report 95, the gaps and contradictions in the standards that set photon
dosimeter requirements, and the lack of standards for upcoming and new technologies.
Methods
The European Partnership Project 23NRM07 GuideRadPROS launched in June 2023 will address these issues
over the next three years. The project objectives are:
1. to develop harmonized X-ray spectrometry in accordance with the ISO 4037 standard series, evaluate
discrepancies between measured and calculated half value layer of X-ray spectra, and produce data to update
requirements for reference fields.
2. to develop guidance and training material for the calibration of dosimeters.
3. to produce guidance on validated procedures for harmonized type testing based on IEC standards.
4. to investigate new and upcoming technologies and assess future standardization needs and to produce a
guidance document for the implementation of the new operational quantities of ICRU Report 95 into standards
and regulations.
5. to collaborate with ISO and IEC and users of their dosimetry standards to ensure that project outputs align
with their needs.
Results and Conclusions
GuideRadPROS will improve the confidence in radiation protection dosimetry, both by promoting the
implementation of the ISO 4037 standard series and by assessing the impact of the operational quantities of
the ICRU Report 95 on daily measurements in radiation protection. Furthermore, the outcome of this project will
lead to improved and comparable procedures in calibration and type testing within Europe

AB  - Active electronic dosimeters are usually calibrated in Secondary Standards Dosimetry Laboratories in reference photon fields, with the uncertainty which is typically around 5 % (k=2). Reference fields are established in accordance with relevant international standards – usually ISO 4037 for photon radiation. Some differences in spectra between different laboratories are unavoidable, but the effect on reference dose rates is well studied and within the above mentioned measurement uncertainty, and this is confirmed by existing interlaboratory comparisons. However, many field class dosimeters have poor energy dependence, especially in the energy range below 100 keV, which could cause large differences in calibration factors determined in different calibration laboratories under nominally the same conditions. This may also have implications for dosimeter testing or verification. In this paper, preliminary results obtained in two different calibration laboratories are presented.
AB  - Aktivni elektronski dozimetri se najčešće etaloniraju u Sekundarnim standardnim dozimetrijskim laboratorijama u referentnim poljima fotonskog zračenja, sa mernom nesigurnošću od oko 5 % (k=2). Referentna polja se uspostavljaju u skladu sa međunarodnim standardima, obično ISO 4037 za fotonsko zračenje. Male razlike u spektrima u različitim laboratorijama su neizbežne, ali je efekat na referentne vrednosti dobro proučen i ostaje u okviru mernih nesigurnosti, što je potvrđeno postojećim međulaboratorijskim poređenjima. Međutim, mnogi korisnički dozimetri imaju lošu energetsku zavisnost, pogotovo u opsegu energija ispod 100 keV, što može da uzrokuje velike razlike u kalibracionim faktorima određenim u različitim laboratorijama u nominalno istim uslovima. To može da ima posledice i na ispitivanje ili overavanje dozimetara. U ovom radu su prikazani prvi rezultati dobijeni u dve različite laboratorije za etaloniranje.

A New European Radiation Protection Network Developed by the SupportBSS Joint Network Project

AB  - European Metrology Networks are organized under the umbrella of EURAMET in order to improve Europe’s metrology capabilities based on the high-quality research and metrology service. One of the proposed European Metrology Networks is currently prepared by the EMPIR 19NET03 supportBSS Joint Network Project to address the needs in metrology for radiation protection and radiation protection regulation. The new network EMN for Radiation Protection (short name: RadiationProtect) that was approved by EURAMET in the General Assembly 2021 aims to improve communication between regulatory bodies, metrology institutes, and their stakeholders, promote smart specialization of calibration laboratories, establish a knowledge sharing program, and create roadmaps for future research priorities in the field of radiation protection metrology.
AB  - Evropske metrološke mreže su organizovane pod okriljem EURAMET u cilju poboljšanja evropskih metroloških kapaciteta na osnovu visoko kvalitetnih istraživanja i metroloških servisa. Jedna od predloženih mreža je trenutno u pripremi u okviru međunarodnog projekta EMPIR 19NET03 supportBSS, sa ciljem da se zadovolje potrebe u okviru metrološke zajednice vezane za zaštitu od zračenja i regulativu u oblasti zaštite od zračenja. Nova mreža IRProtect je odobrena na generalnoj skupštini EURAMET u 2021. godini, i po uspostavljanju će težiti da poboljša komunikaciju između regulatornih tela, metroloških instituta i njihovih stejkholdera, zatim da promoviše “pametnu” specijalizaciju laboratorija za etaloniranje, uspostavi program razmene znanja i napravi mape puta sa budućim naučnim i razvojnim prioritetima u oblasti metrologije u zaštiti od zračenja.

AB  - Tačna i sledljiva merenja operativnih veličina su neophodna za adekvatnu zaštitu od zračenja. Nacionalni metrološki instituti i Imenovani instituti su zaduženi za diseminaciju SI jedinice Sivert i za etaloniranje korisničke opreme. Ipak, u velikom broju Evropskih zemalja, mogušnosti etaloniranjaza operativne veličine su nedovoljno razvijene ili nepostoješe. Glavni cilj DOSEtrace projekta je unapređenje ovih mogućnosti, kao i smanjenje proširene merne nesigurnosti učesnika projekta ispod 5 % (k = 2). U okviru projekta še biti sprovedena Dodatna interkomparacija kalibracionih faktora za ambijentalni dozni ekvivalent. Ova interkomparacija še pomoši učesnicima projekta da validiraju merne mogušnosti razvijene pre i tokom projekta, a takođe će pomoći novim institutima da steknu međunarodno priznanje. U okviru intercomparacije, biše pokriveni kvaliteti zračenja radionuklida, kao i x-zračenja.

National Measurement Institutes (NMI) and Designated Institutes (DI) are responsible for disseminating the SI unit sievert and for calibrating user equipment. However, in many emerging European countries, calibration and measurement capabilities for operational quantities are limited or nonexistent. The main objective of DOSEtrace project is to improve these capabilities and for the participants to achieve the expanded measurement uncertainty of less than5% (k = 2). Within the project, a Supplementary comparison of calibration factors in terms of ambient dose equivalent will be conducted. This comparison will help to validate the capabilities that the partners developed during and before the project and will help emerging institutes gain international recognition. The comparison will cover both radionuclide and x-ray radiation qualities according to ISO 4037-1.
